JOB FUNCTION: The Parks and Recreation Director provides visionary leadership and strategic oversight for the planning, development, and management of parks, recreational facilities, and community programs. The Director fosters a collaborative approach by actively engaging with city leadership, community members, the Park Commission, and local businesses to ensure programs and services align with community needs and priorities. Emphasizing transparency and responsiveness, the Director facilitates citizen input and public engagement to guide decision-making and planning.
Key responsibilities include departmental leadership, staff supervision, budget and resource management, program development, capital project planning, and interagency coordination. The Director plays a crucial role in fostering partnerships that promote community enrichment, economic growth, and environmental stewardship.

Essential Job Functions
ESSENTIAL DUTIES AND RESPONSIBILITIES:
The following duties are typical for this position but depend upon the individual's skill level, ability, and experience. They are not to be construed as exclusive or all-inclusive.
Selects, supervises, trains, and evaluates department personnel; sets goals, establishes performance standards, and monitors all departmental activities and operations.
Directs the acquisition, planning, design, construction, and maintenance of parks, trails, and recreational facilities; coordinates with engineering and the Public Works Department on routine maintenance and special repair projects.
Develops and implements immediate and long-range plans to meet the community’s recreational and open space needs, incorporating priorities from City Council, the Comprehensive Park and Open Space Plan, and the Greenways Master Plan.
Prepares and administers the departmental budget, manages expenditures, and maintains accurate financial and operational records.
Plans, organizes, and promotes a diverse range of recreation programs and community events; evaluates the effectiveness of facilities, programs, and services, and recommends improvements.
Organizes agendas and materials for Parks & Recreation Advisory Commission meetings; attends Parks & Recreation and City Council meetings, and provides recommendations and reports to the City Manager and City Council.
Advises the City Manager on long-term strategic planning and policy development for parks, trails, and recreation programs.
Leads the identification, development, and submission of grant proposals to support departmental and City initiatives; researches funding opportunities aligned with strategic goals, prepares compelling applications, coordinates with internal and external stakeholders, ensures compliance with grant requirements, and manages post-award reporting and documentation.
Oversees marketing and communications for parks and recreation services, including content for the City website, seasonal program brochures, and social media platforms.
Collaborates with other City departments, regional agencies, and community organizations to expand recreational opportunities, improve walkability, and enhance connectivity through parks and greenways.
Ensures all operations, programs, and facilities comply with City policies, safety standards, and applicable state and federal regulations.
Develops and manages department-led special events that promote recreation, wellness, and civic engagement.
Education
Bachelor’s degree in Parks and Recreation Administration, Public Administration, Business Administration, or a closely related field.
Experience
At least five (5) years of progressively responsible experience in parks and recreation management.
At least two (2) years in a supervisory or managerial capacity overseeing staff, budget, and operations.
Experience working with volunteers (e.g. Friends of Parks organization) preferred.
